Dell T7400 Alert! Chipset heat sink not detected System Halted! #2 (With Screen Shots)

Anyone who owns a Dell T7400 or similar system may have encountered an error that says: Alert! Chipset heat sink not detected. System Halted!
If you have experienced this error you most likely cannot boot your PC past that screen. I recorded what I did to fix my PC and where the most likely cause of this error is located on your motherboard.
