20% recidivism vs. 80% recidivism speaks volumes. In Norway, they realize that this pays off in the long term. I wouldn't be surprised if they spend less money on prisons per capita than the US does. In fact, it is better to rehabilitate a murderer in 15 years than to lock him up for life. First of all, every year in prison costs the taxpayer money. Second of all, if and when he gets out, he will be ready to work and pay taxes, providing the government with a stream of revenue. Third of all, give it some time and the prison population will be a fraction of what it currently is. Fourth of all, crime rates will go down significantly, as rehabilitated prisoners will have the means to support themselves WITHOUT resorting to crime. Unfortunately, many people in America are too primitive to understand this, all they care about is getting revenge at any cost.

I was an elementary school teacher and Officer in the Army Reserve on my way to my school and I was pulled over because the officer said I was “speeding”. He checked my license and found that it had been suspended due to an unpaid parking ticket. It didn’t matter that no one had notified me of my suspended license, I was immediately arrested and taken to jail. In that moment, all of my humanity was snatched away from me, and they began to treat me like an animal. One of the most humiliating experiences of my life. Even though I made a mistake, I was not a criminal and in no way was I going to hurt myself or others. After a day, I was able to pay my bail and on the next day, went back to teaching my elementary students. I felt like my whole experience of being treated like I was subhuman was completely unnecessary. That experience really opened my eyes. We really need to make some changes in our system.

JSSRocket i wouldnt say theres NO homeless people, but you do have to actively TRY to be homeless. There is a ton of support you can get from the government and although there is high tax, a bit of it goes to people who are unemployed or struggling financially. There are certain circumstances which messes people up and makes them homeless anyway, but then its easier to just go to the government for help than these prison buildings.

As a citizen of Norway I like how the system is here. Of course I would be mad if a person killed one of my loved one's and was treated like this. I would probably want him dead, not rehabilitated. But justice and revenge are two very different things. And rehabilitation can stop people from committing crimes again. And I have one thing to address. Yes, the maximum sentence you can get in Norway is 21 years. But if the government redeems you as still dangerous to the society, the sentence can be prolonged. Edit 1: I need to add that it's weird that you guys keep comparing our prisons to how things are in America. You guys have a lot of problems in your country and to compare Norway and the US is absurd. It is weird to me even calling the US for a "first world country" as it does not feel like it.

For those who condemn the incarcerated and believe in retribution (instead of rehabilitation) by "locking them up and throwing away the key"--it's been proven that a retributive and punitive prison culture leads to high recidivism rates. This tragedy is America's greatest prison paradox: to lock up and throw away the keys while also wanting and expecting their neighborhoods to be safe and crime-free once those released are back into their neighborhoods? Wake up, America and realize that the retributive approach isn't (and will never be) working.

@@RokuNyx Yes. I understand that prison is for rehabilitation and not necessarily for punishment or for radicalization. It just hit something in me when you said "back into society", which might be the key to understand why other nations cannot replicate the system even if it is cheaper and if it worked. Environment is many times the more powerful stimuli while rehabilitation can only touch the actor of the crime. Say, we do exactly this program for a Somalian pirate, he serves his time, he is then released to his hometown with feuding clans. He probably will keep arming himself.

This is after you have served alot of your time and you have been on good behaviour for your stay..its about letting ppl get a smoother transition into free life and not give them a complete culture shock..Its extremely rare that those ppl dont show up at the prison when their 2 or 3 days of freedom is over.

Murders (except acting in self defense) and rapists don't deserve such luxury place to serve their sentences. That coward killer 3:30 killed 77 innocent people many of them teenagers, even so was sentenced only 21 years, serving his time in luxury place and was accepted at Norway's University of Oslo. @@ktjthhc1979 You can't rehabilitate psychopaths, many of murders and rapists are psychopaths, i don't support death penalty, but i do support life sentence for most of murders, except self defense. Life in prison is not that bad to them, because they aren't an average norwegian citizen, (average citizen are in the most, honest people no matter the country they are) they are rapists and killers, they might have no freedom, but they're still alive and living in a way a good life, differently of their victims that had no choice to live. That coward killed 77 unarmed and defenseless people, caused so many pain to a lot of families, even so until recently was studying in a college, watching tv, hearing music, etc.. what's the point? make him a better person? You must be kidding. He should to be serving his sentence of life without parole in a simple life, instead he lives a life of comfort and ease, still may be released in about only 2 decades (you never know). Norway's prison system is so unfair to the victims.

All but one have a lower GDP per capita than the USA, yet the average bloke as a better socioeconomic status due to not having the burden of outrageous and skyrocketing healthcare costs and education costs leading to far higher social mobility and baseline survivability in the aforementioned nations. With insurance, I've spent more than 25% or the USA's median personal income on healthcare this year and half of that was one 3 day stay in the hospital. Adding a child to my plan would be $700/month in premiums alone.

@XBluex WolfX After Breiviks 21 years are done he will get another 21 years, and so on. He will never get out, and he is living in isolation and not in the luxury they show here. The last death sentence in Norway was in 1948. Norway is strict on human rigths. No person has the right to decide to end someone elses life. Everyone has the right to a home, food , education, etc. If the crime is big enough they might get a sentence like Breiviks.

@XBluex WolfX Breivik got sentences to 21 years preventative detention which strictly speaking means that after 21 years he will be evaluated if fit for release. However, he will almost certainly not be released to the public ever. 21 years preventative detention is considered equal to a life sentence by most Norwegians. Norway has a very low rate of violent crimes and Breiviks attack was the deadliest in Norway since 2nd World War.

. Everyone in Norway who needs support gets it, wether its financial, health or housing, & you don't have to be a victim of a crime to receive it. Norwegian victims of crime and their families don't tend to demand stiffer sentences from the system. There is the pragmatic view that shorter sentences, better conditions in jail and rehabilitation over punishment reduces crime in the long run. This has been shown to be correct.

He is also very isolated and cant have contact with other prisoners. These Tv shows don't tell you the bad things about going to prison in Norway. Like the shame they will carry for the rest of their life. Isolation is a greater punishment than most can imagine. 50% of prisoners in Norway are on Ssri drugs and many are on stronger sleep meds.

That's just the thing, bud. To people in Norway, this is a huge downgrade. I have a nice, decent sized house at 1,800 square feet that's well maintained. However, to someone like LeBron James, this would be a dump. Same if I were to downgrade to a double-wide trailer. Even if it was really nice, it wouldn't be as nice as my current home.

I love Norway SO much. I never got to spend much time there, but every time I did, I felt like I was living in immense luxury and compassion - doing regular things. Like a plane in coach felt like business class elsewhere in the world. Every meal was generous, nutritious and inexpensive. The nature everywhere is stunning. It just feels like another planet. Tbh I wanna move there (French / American citizen)

Nah, this is not reward, since outside of prison, things are proportionately better. In the US, law-abiding citizens doesn't have a proper access to healthcare and higher education. This is not the case with Norway, law-abiding citizens got all of these, thus, their prisons, even though comfortable by American standards, it's a hellhole in comparison to life outside prison.

Norway is a tiny mono ethnic country of 5 million people. The US has over 327 million. Overhauling the system is literally impossible. What works in small communities can't always be replicated on a larger scale.

It’s a hard pill to swallow that we need to show patience and kindness to criminals, but that’s how we create a better society. There are some people who are born crazy and can’t be rehabilitated, but for most people, bad behaviour is learned, and it can be unlearned in the right environment.

Okay for things like drugs, robbery or “minor” things this is fine I could see how this works and can help rehabilitate them. Although I think it is a little tooooo luxurious.... BUT murders, rapists, pedophiles....... throw them in a tiny cell and throw away the key.

Apart from psychopaths, most inmates could be helped and be rehabilitated in a good system like this one. I do some work with prisoners, and most are not bad people, they are often addicts, who have done bad things to feed their addiction, or have mental health problems that can be treated. There are some cases where you need to lock them up and throw away the key, but in my experience, that's a small minority. Yet they're all lumped together and treated the same.

Even Psychopaths and Sociopaths can change, but most need intense behavioral therapy which allows them to be less impulsive, and understand how their actions effect not only themselves but people around them. There's many psychopaths who have gone to therapy and come out as better people, ASPD is just a disorder like any other, if treated properly, it can improve, not be cured, but improved.

That's an extremely narrow third-world way of looking at it, but true yes. I would rather move in with my parents and work as a garbageman every day than be in that prison. Life in that specific prison would still be a massive decrease in life quality for me and I assume you. You have to be in the physical location they tell you to be. There is no internet(except a few preapproved websites for job hunting close to the end of the sentence). The selection of entertainment is 0,01 % of what I'm used to. and so on.

You obviously dont understand how the norwegian system works. The maximum sentence is 21 years, but it can get renewed. In this case, he will never get out of prison because he will get a new 21 years as soon as he is done.

Well, it's 21 years, not 20. :) AND that sentence will get added on since he will not be deemed safe to release, so he'll serve (most probably) the rest of his life in jail. In this system that you think is not ok, you'll find that the vast majority of the family of the victims are happy with the sentence. It amazes me how hard core christian america is so into revenge and punishment, it's like american christians haven't understood the basic concept of the new testament at all. By the way, since Behring Breivik killed those 77 people, the laws in Norway are updated. The new maximum sentence for terrorism is now 30 years, for all other crimes it's still 21. As most of the population in Norway RIGHTFULLY thinks it should be.

@@katie-st8nx he is not in this prison, he is in a mental institution under complete confinement. He will never be released due to his mental state, and as a Norwegian who lost a close family member in the shooting, i do not see a problem in his sentence.
