Hey dude, 9 year installer here, sometimes we run maintenances to help on days where we don't have installs. My boss when I started taught me a lot of things that most guys don't seem to do anymore. On a spring visit do you clean the outdoor unit? I feel like there's no excuse not to, but now with all these sales techs running around, I'm seeing less and less being done to maintain the units. They only want to sell replacements. It's a shame.

100% clean the outdoor unit on a spring maintenance, and if it’s a heat pump I would definitely clean it twice a year for sure.

To me it looks like he’s doing a furnace maintenance. AC maintenance is a separate charge/job

Rinsing the outdoor coil from the inside out and doing it periodically will usually keep chemical cleaner from being used. People say it’s preventative maintenance, I just call it maintenance. Most companies do seasonal tune-ups/maintenances twice a year so might as well spend an extra 5-10 minutes keeping the high pressure side of the system clean. Every company should be doing it unless it’s a service call and customer declines a maintenance program yet keeps their unit in shambles
