Hey Fatima, Backbonding has more priority than electronegativity in case of Singlet carbenes of halogens that is the same configuration orbitals will combine more easily. Example 2p will easily combine with 2p than 3p orbitals. The case of electronegativity will only be considered in case of triplet Carbenes of halogens where there is no backbonding. Then the order will be CF2
