Sir, 39:25 cyclopropyl methyl is highly stable because the 3 membered ring is highly strained by Bayer Strain Theory due to high electron density in closed packed little space. So, in order to reduce strain, it gives electron density to methyl group attached. This ring is so unstable that ∆ ∆ ---------> C―C―C 60℃ where ∆ is cyclopropane and ∆ on arrow is symbol that I'm heating this compound. I know you know it. I'm just sharing to those who don't know this.

Cyclopropyl methyl carbonation is one of the most stable carbonation. The reason for this is two, first is the nucleophilicity of the ring and the other one is sigma resonance or dancing resonance. So like resonance it is also a hypothetical phenomenon only by which cyclopropane donates its electrons of sigma bond through resonance. See in cyclopropane all the carbon is sp3 hybridized and the bond angle for the same should be 109 degree 28′ but the actual bond angle is 60 due to which angle strain develops. So in order to minimize the strain p orbital bents due to which it acquires partial sigma and partial pi bond character which behave like pi bond jisse resonance hota h and this is called dancing resonance

we can also do the last question by checking the unstability of the carbacation which is attached to the main carbacation more the unstablity less the positive charge and therefore more the stability of the main ring coz it needs leeast positive chaarge as u can seee ch3+ is the least stable of the lower ones but the main ring becomes the most stable with it becoz it has less positive charge than all other species which is attached hope it helps
