Must be his recording as the RTX 4090 can keep the fps over 120 at all time at 4K everything maxed and no upscaling in this game.

What's the framerate of your monitor, though? games @ 60fps look pretty bad to be honest, even @120fps they are only starting to look good. I play Uncharted at a constant 165fps on a 4090 and it's creamy smooth.
