No she is not As you saw, she's susceptible to kiting. In higher elo, where an Ezreal would actually know how to play the game, shed have a very difficult time reaching him. Her short range and relatively short dash make her unpopular amongst adcs. She deals dmg if she gets on you, but within the current meta, there are better picks, with more range, CC, and escape tools.
