If you came from lynton you should of passed over county' gate which is the border between Devon and somerset so porlock is in somerset.

Our 2010 Honda Jazz had no trouble stopping, whilst going down one of the steepest parts of Porlock Hill. The 1.4 Jazz ES is fitted with a fierce quadruple disk-brake system, which made the descent feel very safe.

if you go down in the same gear you go up there should be no issue, i live here and im a breakdown driver and the jobs for overheated brakes are never ending

I imagine that if you went down the hill in bottom gear in a routine smallish car such as I have (Corsa 1.4) there'd be almost no need for brakes at all though it would be a very slow. I suffered brake fade in a car about 45 years ago (drum brakes only) on a hill in Wales and it is very scary. Where's the brakes gone? Where's the f****** brakes? Fortunately the hill flattened out in time.

Only because you can't really see the steepness from a video. In real life it's like driving off a cliff.
