Rich first world countries shouldn't look at countries in lower positions and force them to change before they make an effort themselves. As an American, that's my big issue with our politicians. "look at India first". Fuck that. We change what we do and help India do the same instead of pointing the finger at India and saying they're worse so they must do something first. We all live on the same planet and all need to take care of it.
