Plus Ben knew Hal would go back in time because Hal implied it and the fact that in bens universe, anyone who can is either strong enough (Alien X) or linked with time (clockwork) can sense when time travel occurs, so the fight would not end with Hal going back in time

He’s faster than the failsafe so it won’t react And yes Ben knew he would go back in time and if Ben did follow it won’t matter as Hal is massively faster(feats wise) than alien X therefore he would outspeed and complete the time travel Not to mention but alien X has no feats of time travel to assume so would be a fallacy.

Why does goku need to one shot zeno when the entirety of dc doesn't even come close to z goku? Goku threatened to destroy the afterlife in bog movie which easily makes him outerversal since the afterlife transcends dimensionality and concepts of time and space, and superman doesn't ignore concepts of space and time neither does he lack or transcend them and yes hakai would work on him.
