Since the community is starting to make DBL mods for Xenoverse, what they should do for characters with a Legendary finish is make it where there is an hp requirement for the enemy to have for you to use a move or for you to be able to use the second part of it. Kind of make it like SSJ Goku's breaker energy wave.
