You're remembering the events wrong. Yamcha askes Shen Long to revive Goku, then Shen Long tells Yamcha he can't be revived because he has already been revived once before, then they all try to think of a workaround to try to revive Goku (possibly a wish to send someone to New Namek), then Goku communicates with them through King Kai to stop them from trying. The earth's dragon balls still can only revive a person once

Honestly would've been a REALLY cool moment for the two if Goku finessed Freeza like that; especially after having worked so well together in the tournament of power. Plus, since there are other dragon balls on other planets, Freeza could always have been revived again by someone else, and trained to get his black form. It'd make his appearance during the heaters arc in the manga so much more impactful too, since from Goku and Vegeta's perspectives, Freeza woulda just appeared out of nowhere and completely packed them up.

He tries to spare villains in hopes of them becoming good again like Freeza, and has given villains chances to give up so he doesn’t have to kill them like with Moro. With Cell and almost all villains in Dragon Ball Super, Goku didn’t spare them for a future fight. He gave them a chance to surrender and then beat them (or would’ve if he was capable like with Zamasu and Gas).

The Dragon Balls, even after Dende, *cannot* bring a person back to life more then once. The manga in chaper 394 (DBZ Chapter 200) as well as Dragon Ball Z Episode 175, at the 5 minute mark/Dragon Ball Z Kai epiosde 86 at the 19 minute and 36 second mark all explain this. Only the Namekain Dragon can revive someone twice.

One of the aspects I love about Goku and not many fans talk about is that he’s actually able to manipulate others. This aspect of Goku’s character started in the Buu Saga and that makes sense because he’s been away from everyone he knew for 7 years, but he only seems to do this if he thinks lying or keeping secrets will be beneficial to himself and others. I’m glad to see this carried on to DBS Goku and honestly, Buu Saga Goku and DBS Goku are far more comparable to each than the previous versions in Z (I find it annoying when fans will compare one version of Goku from decades ago to DBS Goku when Buu Saga Goku does the same things as current Goku does).

@@MegasXRLHe manipulated Vegeta by not revealing SS3 so he could stay on Earth for as long as possible (which backfired), he manipulated everyone on the Lookout into thinking that he wasn’t strong enough defeat Buu when he never tried to for the sake of allowing the next generation to take his place (meaning he willingly put the fate of the Earth and the whole Universe on two overconfident children), he manipulated Elder Kai into allowing the Earth to be revived by making a promise he never intended on keeping and finally, in the End of Z, he manipulated Uub into fighting him by making the boy as enraged as possible just to test if Buu’s reincarnation was strong enough to entertain him/be a worthy successor to him.

Buu was by far the easiest to manipulate and since Goku understood that Buu wasn’t completely evil naturally, having him get rid of Babidi was most likely influenced by Goku reminding Buu that he didn’t have to follow the orders of someone inferior to him.

The Dragon Balls, even after Dende, *cannot* bring a person back to life more then once. The manga in chaper 394 (DBZ Chapter 200) as well as Dragon Ball Z Episode 175, at the 5 minute mark/Dragon Ball Z Kai epiosde 86 at the 19 minute and 36 second mark all explain this. Only the Namekain Dragon can revive someone twice. Those were used in the Boo and Golden Freeza storylines to revive characters who had died once before.

Yamcha asked Shen Long to revive Goku, then Shen Long tells Yamcha he can't be revived because he has already been revived once before, then they all try to think of a workaround to try to revive Goku (possibly a wish to send someone to New Namek), then Goku communicates with them through King Kai to stop them from trying. The earth's dragon balls still can only revive a person once
