Completion is very different from perfection. Completion is having it done and perfection is doing it flawlessly without a hint of hesitation or mistake. Now, if we have a look at the end scenes of DBS, Vegeta asks Goku about Ultra Instinct while they're fighting. Goku replies that he can't go into it at will and was just lucky that he was pushed that far. And as stated by Whis, Ultra Instinct is a form that is only unlocked when pushed to further heights when they are already at full power. That's what it means to 'break their ceiling'.
