No. He's not. Sure, he plays up to people homophobic bigotry, but he was just a drag queen, similar to Tim Curry's "Sweet Transvestite" in _Rocky Horror_. Ironically, Dustin is far from gay, as he was formerly married to Terri Runnels aka Marlena and had a daughter with her, Datoka. Also, in reality, it's fitting that Dustin plays an androgynously flamboyant living Oscar statuette come to life quoting famous movie quotes, because he also now has a transgender son!

I recall that back in the day, when Goldust made his first appearance in the then WWF, it ruffled a few feathers. There was accusations of homophobia; but whether people care to admit it or not, he was a great heel who eventually had a face turn and earned the intercontinental title, and I think the tag title too if I'm not mistaken. Even if Dustin Rhodes himself isn't gay in real life, times have changed and people are more accepting of a homosexual gimmick whether it be a face or a heel.
