Sorry, but Terry v Ohio says NOTHING about officer safety as the qualifying factor for a Terry Frisk. In fact, Terry v Ohio is quite specific; for a Terry Frisk, the officer MUST have RAS that you ARE armed AND RAS that you pose a danger. Absent those qualifying factors, the frisk is a 4th Amendment violation. This officer is going to lose qualified immunity if he keeps doing it based on his lack of understanding case law. Police should have to go to law school before getting certified, this way, they might actually KNOW the law. We also need to make it illegal for police to lie to citizens. We should also make cops carry malpractice insurance so they cannot be cops if they get sued too often or cost the insurance company a lot of money (if you're uninsurable, you lose your ability to be a cop).

Way too much attitude and empowerment by the cop doing all the talking. He's a lawsuit, judgement or settlement looking for a place to happen. Perhaps an Anger Management course is in his future? It should be.
