I think אמ can be both if and when and both have different ramifications, if is more of a conditional thing if you do x there is no assurance that you'll do it, when however implies that it's not a matter of if but when so it's something for sure that you'll do. Why, if God created the world and all its wonders, beauty and joy, for the Jews but Gentiles get to live in it too, would He expect Jews to do nothing but sit and learn Torah all day, every day (perhaps work a few hours & obviously marry & make children) instead of actively partaking in those wonders, beauty & joys this world has to offer?
