At least if they close down the outer portion of the line, the inner section can still operate. The N is the busiest Metro line.

The N line has already had a very similar reconstruction and upgrade project between 2017 and 2019. It was broken down into a few technically separate projects, but amounted to the same upgrades. The two larger projects were called "N Judah Muni Forward" and "Inner Sunset Streetscape Improvement Project". The L line project is basically the same as the upgrades to the N but united into one large project. Here's the list of improvements for the "N Judah Muni Forward" project' "The N Judah was identified for transit reliability and safety improvements as part of the Transit Effectiveness Project (TEP), a comprehensive study of the Muni system completed in 2014. With funding from the Proposition A bond approved by voters in November 2014, the SFMTA has delivered reliability, safety, accessibility, streetscape and maintenance improvements at many locations along the N Judah: - In the Inner Sunset and Cole Valley, we installed upgraded boarding islands and transit bulbs, wider sidewalks at corners, transit priority signals and streetscape enhancements. Additionally, we replaced worn rail and train power lines and repaved the street - Transit signal priority was installed at nine intersections to hold the light green longer when trains are approaching. This reduces unnecessary delays for riders - Boarding islands were lengthened and upgraded with wheelchair accessible-stops on Judah Street at 28th Avenue - Existing transit lanes were colorized with red on short sections of Judah Street near 9th and 19th avenues - The Sunset Tunnel Trackway Improvement Project replaced worn rail in the Sunset Tunnel - Safety improvements were recently approved at the N Judah turnaround at the Great Highway - The “Fix-It! Week” subway maintenance program has helped to reduce travel times and improve reliability on the N Judah and other Muni Metro lines - An earlier project constructed transit reliability, safety and streetscape enhancements on Duboce Avenue in 2012, as well as replacing rail" Here's what was included in the "Inner Sunset Streetscape Improvement Project", "Improvements in the project included: - Streetscape improvements on Irving Street and 9th Avenue in the Inner Sunset - Muni Forward transit bulbs on Irving Street at 5th, 6th, and 8th avenues, and on 9th Avenue between Irving and Judah streets. - Pedestrian bulbs at the northwest corner of 7th Avenue and Irving Street, and the southeast corner of 9th Avenue and Irving Street. - Streetscape improvements at the existing transit bulbs in Cole Valley at the intersections of Carl and Cole streets, and Carl and Stanyan streets. - Traffic Signal upgrades on Irving Street at the 5th and 8th avenue intersections - Road repaving and curb ramp upgrades on Irving Street from Arguello Boulevard to 19th Avenue, and 9th and 10th avenues from Irving to Judah streets Utility upgrades: - Sewer and water line repair and replacement on Irving Street - Auxiliary Water Supply System (AWSS) replacement on Irving Street - Department of Technology fiber optic installation on Irving Street"
