Their philosophy for unblockable ults makes zero sense. You are not missing anything, the Cell Max punch is actually AWFUL. I tried multiple times to land it online, stunned enemies, comboed enemies, trying to catch them on dashes, nothing. It has horrible start up, horrible tracking and horrible range, pretty much cell max is stunted with only 2 special moves, one of wbich is a ultimate that tends to whiff a LOT and is blockable on top of that. He is good only because he is a giant and his punches do a ton of damage, that is all lol
