This was a fan animation. It became so HUMONGOUSLY popular that Games Workshop asked the creator to be part of their animation team to make official Warhammer media and turn the Astartes shorts into canon. So yeah, when the official 40k channel posted "Astartes II" everyone collectively lost their shit. Also Syama Pedersen (aka Digital Bones, the creator of this shorts) worked on the Secret Level Warhammer episode

it wasnt so much "asked" as it was "demanded at g%%point" since they were very ready to sue him to oblivion otherwise, but they would have met the combined backlash of old fans of the WH40k franchise who wanted better cinematic films and new fans who were converted into sons and daughters of the imperium specifically because of this video. the ONLY reason the 40k universe is gaining so much sudden popularity now is because of this short film and to a lesser extent henry cavil (i say lesser extent because his movie is not out yet and likely wont be for a few more years considering all the roadblocks games workshop and amazon has forced his way).

The original was taken down because the creator was hired by games workshop. He also is doing astartes 2 with GW and did the Secret Level episode

Adeptus Astartes is another name for Space Marines. The Retributors are a fan made chapter so there's not much to say about them, in short they're an elite group and usually act in small, self sufficient squads to carry out missions against high risk targets.

Astartes got taken down because creators of warhammer started cracking down on fan content to protect the brand in their eyes so it got taken down but it later became "official" so lol

Astartes was not taken down by GW nor Syama Pedersen, not until after it was made official content. Even then it was possible to watch it for free on GW own site for some time. His channel did get hacked tho, but he got it back. Edit: It has been some years, but from what I can recall, the original Astartes upload had music and/or sound effects from the Dredd (2013) film I think, which meant those versions had to be taken down and edited when it became an offical GW product. None of the other fan animated channels got taken down or issued any cease and desist letters (I might be wrong, they were going to crack down on fan animation,due to Warhammer+, but changed their minds), GW instead asked several of the fan animators to join them when they were creating Warhammer+. Richard Boylan made Helsreach novel into an animated series (using an Xbox Kinect!) and they are still up on his channel even after he started working for GW on Angels of death series.
