GW pushed for very low interest rates to stimulate lending and he abolished the Office of Thrift Management, an SEC oversight office which removed last vestiges of Glass-Steagel Act that prohibited mixing a bank's retail funds and it's invesment funds. Buffet's Moody's rated "liar loan" housing bonds AAA by mixing in a some good bonds with a bunch of subprime ones. Congress had FannieMae and Freddie Mac back the loans. And EVERYBODY was profiting. No one went to jail because everyone was in on it. Matt Taibbi did great rezearch on this and a former coworker was a loan officer at the time, she was told to shut up if loan application could not be verified and just approve it as ultimately govt. would cover default.
