Once I got to 200 & got my wishlist unlocked my next 10 pull I was lucky to get Chun-Li, but it does seem like she's either super rare or she isn't obtainable until you get the wishlist unlocked as F2P.

i think you have to activate the bond characters boxes to activate their passive skill {go to bison and click on the cammy box and youll see}
