The enclosure quality isn't upto the mark , morever the male got scabs beneath his beak , hygiene and health is the issue here it seems

Yes you can. If you provide a nest box and material to make a nest, a pair might form, the male builds the nest and the female lays 3 to 7 eggs and incubate them. (The lone female normally won't lay.) Without a nest they might still mate and lay eggs but won't incubate them (the embryons won't develop). Making eggs takes ressources from the female's body, and both parents need a better diet than just seeds while they feed chicks, so search online or ask someone with experience for what to feed them during that time. There are many guides on how to feed, how to make the nest box, etc. 2 weeks to hatch after incubation starts, then 3 weeks to fledge. Sometimes the parents ( most often the male ) throw the newly hatched chicks out of the nest, especially if they get disturbed too much.
