But he wasn't... Being the king of the pirates is not about your individual strength but having a strong crew. The fact that Mihawk is outright stated to be the strongest swordsman in his vivre card and has the WSS title. Yoru is literally stated to be the world strongest sword so it doesn't rlly matter which is stronger. Also since when does a game have to follow lore power levels.
