cool-down is already referring to the amount of time you have to wait in order to activate a skill again so you can omit the word lengths

no you don't need to sacrifice the fruits again but you need to get electro again (get 25 carrots and 15 K peli) then talk with the sulong trainer npc in 2 sea at the colosseum

I am running it and can I just say my friend has buddha+ice katana+ every meta equipment, and I couldn't keep up, but with Sulong I can BULLY him unless he uses full form, and even then it isn't concrete that he wins. Also, the overall skill level will matter obviously, but in short, it is strong as hell.

80 elo still pretty low, mid elo starts on 200 (where i am) and high elo is 400+

Basically, while having moonlit electro you cannot use any of your devil fruit moves, but its passives will remain, so logias keep their logia, and fruits with dashes keep their dash. However you can use the moves once more if you change your fighting style to anything else
