I have replaced a failed crystal oscillator, but on a different kind of device. I had only an analog scope back then, but being a smart engineering student I realized that all I need is to see 2 lines, the bottom and top of the oscillation. I saw DC output instead (1 line). Replaced and got 2 lines.

Another good repair, most of us ignoring xtal osilators me included. If there was no Oscilloscope or proper multimeter to measure that part finding it will be so hard or impossible. Yes they fail and usually last thing we think about is that part. I have seen them falied on motherboards and boards wasnt booting cuz of that tiny shit.

the dead giveaway was complete lack of data IN signals coming from the motherboard. If signals were coming in but not out, fix would be to flash/replace bios.

LOL, clickbait! :) This is strikingly similar to an HD 7970 that I was working on, but had it on hold for a while now - all voltages are there, and I ended up suspecting PEX reset. I placed a 0 ohm resistor in place of the AND gate (I suspected it to be defective) but it got me nowhere. I did place the quartz resonator on my list of suspects, and seeing this video got me thinking :). Thanks!

I have never seen a failed oscillator either. The 2 pin crystal oscillator usually last forever although it could be damaged if it was dropped or something.

my problem is gpu detected but no image i find her in dvice manager and also detected by my monitor (input:dp showing up in my screen but its still black) and my pc boot up while the screen is black and the monitor led is green(dp cable detected) and the proof of that (i'am on windows desktope) i shut it down by imagination lol by using my keyboard (command) just for do not use the power off button case . in my country i sent it for get be repaired but sadly the problem is still presist after he sent it back to me and some peopel say to me is a dead gpu u can't do anything so any ideas master !!!

You can however check for 120v with a fork. I wouldn't recommend it, but it can be done.

So what fixed the problem? Was it the buck converter or the crystal oscillator? You didn't actually show the removal of any parts. Hard to believe the crystal oscillator went bad.

Both. Buck converter did not give 5V. Oscillator did not give frequency. As a result, bios was not communicating with the motherboard. Without frequency set, communication is not going to happen.
