It will have been centred to its best condition, parts like this are never perfectly round there are always high and low spots.

I think he didn't cut the nub using the lathe because it is hard on the insert. The surface speed goes to zero at the center.

Yep, G5, tool for 316 with speeds and feeds for Al or some gummy copper alloy.
