You have to learn how investigations work. Not all are clear cut. The criminals aren't robbing everyday..they have talk to people scroll alot of video footage. Looking for clues. Also reason you wait is to gain as much evidence to bust people and make it stick..if you arrest to early you risk not getting proper charges
