There are cars meant for exactly this purpose, pretty common here in Europe. We have to be 18 to drive here, but there are some small cars that can't go faster than 45km/h. You can drive them at 16. You can drive them either on the public road or on the bicycle lane. You don't see them used a whole lot, mostly because of the price. Most 16 year-olds just buy a scooter/moped. They are really common in rich parts of the country, every kid drives one to school. I don't know where you're from, but is it really not a thing there? We call them 'Moped cars', but there isn't really a good English word for it. Microcars is also a term I have seen used. You should look it up, it really is a great concept! I just wish it was more accessible here.
