WuWa or Aether Gazer NIKKE also have a similar story to PGR but if its gameplay you are referring to, then AG or WuWa can be an alternative Edit: Just as the guy said below me, you can also try ZZZ and HI3

There are quite a few, if PGR is not for you I recommend Honkai Impact 3D, Aether Gazer, or ZZZ. WuWa is practically open-world PGR combat but easier so there's that.
