Long answer; oxygen is necessary for energy production, meaning everything an aerobic organism does requires it (digestion, moving muscles, thinking...). If we evolved in a way that reduced our energy needs dramatically we could survive but that would mean said evolution would almost definitely make us much smaller in size and probably much less intelligent also (the human brain especially needs a LOT of oxygen). So basically, it’s possible we could evolve enough in time to survive but we’d be completely unrecognizable as humans and probably look and act more like a rodent or other smaller mammal.

You asked so I did the calculation. Using Mt. Everest as a baseline of a lethally small amount of oxygen, I found that if the oxygen percent at sea level dropped below 7% it would be comparable to conditions on top of mount Everest. In other words, no, humans can not survive with 5% oxygen without a breathing apparatus or mutation. In case your curious on how I made that calculation. At sea level, air density is 1.225kg/m^3. The percent of that air that is oxygen is 20%, so at sea level you breath in 0.245kg/m^3. At 9000m which is about the size of Mt. Everest, air density is 0.4671kg/m^3. Oxygen percent is still around 20% so breathing would get you 0.09342kg/m^3. Assuming the standard human lives near sea level where air density is highest we take an oxygen density of 0.09342kg/m^3 and divide by sea level density of 1.225kg/m^3 and get an oxygen percent of 7.62%

Basically your body needs to inhale a certain amount of oxygen to stay conscious and not die. I looked for areas where the average body reaches a limit where the air no longer has enough oxygen to survive. Mt Everest fit that category as it is the lowest altitude where human life becomes unsustainable. In other words, near the summit exists the bear minimum amount of oxygen. I used data from various sources to calculate the actual amount of oxygen present at that altitude. Then used that number in combination with data from sea level to find out what percent of air would be oxygen if there was the same amount of oxygen at sea level as there is atop Mt. Everest.

I’m super late, but yes, humans can survive with an atmosphere of only 5% oxygen. However, there needs to be less than 2% carbon dioxide. This is all from memory, by the way, and I’ve only got an associates degree in science. The reason your cold blooded species is surviving is more likely to be that they stopped using oxygen and switched over to something like nitrogen or possibly hydrogen to transport nutrients through their bloodstream
