It appears to be an incomplete construction. You can see the rebar sticking out of the top, and it's also uneven. Maybe it's not designed to stop all the water, but just enough for irrigation. The valley looks quite fertile or green, so it must not be too dry, at least not all the time. It's a beautiful place.

Yes, might be the dam was mid construction when repeated floods wrecking it before it could be completed. It appears that the area behind it was perhaps intended to be turned into a small reservoir or catch basin. In the OP description he seems to indicate it is a dam being destroyed by flash floods, and based on the bare rebar from high above the waterfall, it's seems clear it was intended to be a much higher dam.

A great deal of "guessing" by "armchair quarterback" commenters. Not understanding what is going on here. Water appearing from some location .....into an unfinished concrete containment wall structure that looks like it was built by school children ......and a whole bunch of people standing around watching and taking videos/pictures. Looks like some kind of planned disaster "Flash flood first wave to dam flooding". Ends with aerial of what looks like farmland being destroyed. WEIRD. .

Once the "reservoir" behind the wall (some people interpret that wall as a dam) is filled up, then the rate of flow downstream is the same as that upstream. What's the benefit? Was the project finished? I see the side-walls upstream getting overflowed.

It's clearly not finished with all the exposed rebar. And I'd guess it's been that way for a while as the rebar in the channel has seen multiple floods and is all bent down against the concrete.

The rate of flow is interrupted and restarts. Come to Europe where we use this technique a lot in the mountains. This method also reduces bank erosion and prevents larger rocks being transported because of the flow reduction in the lake behind the dam. I'm talking car-sized rocks and bigger. It's a technique that works very well.

I disagree, the foundations are going to be quickly undermined by the water running around the sides of the dam, both on the road on the left (looking downstream) side and the retaining wall on the right. The foundation at the base of the dam appears to be built onto a solid rock substrate.

How to save yourself in a flood: Stay out of flooded buildings. Avoid wading in or driving through water. Floodwater can contain sewage and conceal dangers, including debris, open manholes, and downed power lines. Did you know? Two feet [0.6 m] of moving water can carry a car away. Most deaths in a flood result when people try to drive through moving water.

It's too bad the powers that be in Arizona have put realtor's interests ahead of quality of life for nearly three generations now. The entire metropolitan Phoenix area is one giant hellhole, which has caused many an Arizonan to flee to neighboring states. It was a nice place to live in the 50's and 60's, but much after that the sheer number of square miles of heat absorbing asphalt (which gets hot enough to fry an egg on) releases its stupendous quantity of stored heat after the sun sets, making it ridiculously hot until the wee hours. This in turn causes most people to run their air conditioners full time, which only exacerbates the problem because 1.) air conditioners pump all the heat from buildings outside, and 2.) the general population has come to expect to not have to deal with the climate .
