I was talking about a multiversal being not about the Axis who created the tower. The strongests axis beings seem to be universal, the weakests could be continental or even country level. Besides Phantaminum in the top 5, in the top 1 or 2 we got the Conqueror King, the strongest Axis to ever exists who was an universal threat also named as "The One near God", this means that the 1st one is The Ultimate God of T.U.S. He gaves axis powers to humans and the strongest of them is the Conqueror King. @@JO-io5st The answer is very simple. If you had read the Floor of death arc ,during that arc Gustang himself said that Urek can't kill Zahard. Even if he tries to full fill Garam's wish he still can't. Also Zahard used his Lealicus when he was climbing tower, but he don't know weather he uses it now or not. Plus white oar is the strongest weapon in tower which is wielded by Arie Hon. Which is way powerful than any of Zahard's weapons. So does that make Zahard weaker than Hon? No it doesn't. And yes Urek's data copy couldn't get created properly because his power was too vast but his data copy himslf admitted that he can't defeat Zahard's data. And ten family Head and Zahard have contract with Administrator of just immortality ,nothing more. Administrator don't power them.
