Green Left Turn Arrow with No Yellow Arrow

Left-turn phase with short green time and no yellow change interval (MUTCD violation) at Half St SW & R St SW in Washington, DC.

Is that supposed to be a bimodal left-turn arrow? If so, has that problem been fixed?
