Yea it's under maintenance... Just like last year you can obtain black weapon during the events and you can fight the turkey boss... And it will start in 3 days... As for the events details I don't know yet

No, other than in wandering merchants you can get it in skull locations... All ordinary weapon will be changed to black weapon(not actually all of them... Just a few one)... You can see it from the map loot details
