Whats important to keep in mind is the context of all of this. The Colleges are very new in the grand scheme of things, meaning that many of the elder races and many vampires should more or less still be a bit confused as to the Empires true magical capacity. Older vampires and armys who havent fought the Empire in the past 200 years should be pretty suprised at how strong they are in the magical department all of a sudden. The Colleges also mean that the Empire is the most magicaly powerful human faction in the world, as the High Elves recognize this, and they have knowledge of the caliber of human mages the world over. Remember, its explicit in the lore that the Empire can not only feild mages from any school, each individual mage is on average stronger than human mages from other nations, due to the Magical Theory that they are working off of being the correct one, vs the skewed for largely false theorys of magic still in circulation in places like the Southern Realms or Araby. And yes, as sad as it is, this likely does mean that empire mages generally trump Grail Damsels and Kislevite Ice Witches.
