No its actually a vent so water can flow better when you have alot of water in the bowl plus to prevent overflows. I know this because I work for a plumbing company and I've tested this a few times on bathroom sinks and tubs

That hole serves two purposes. Overflow drain and air flow for vacuum to improve drain flow. Fun fact these also are usually installed below shower faucets for the same reason. Although they aren't exactly effective overflow drains if the rate of water is greater than the drain rate.

That hole in a sink is a burper for the drain. It gives a place for air to escape without interrupting the flow down the drain. It also has the secondary effect of preventing overfills when the main drain has the stopper closed.
