Then this report goes on to cite data about who is committing most of these crimes, AFTER admitting that the data is meaningless because of massive non-recording of facts. If the police aren't trying to protect the suspect, do they not record ALL THE FACTS that MIGHT be relevant? Since when is the race/ ethnicity/ religion/ culture of a GANG assumed to be irrelevant?
