I really like this judge. He listens to what is being said and tries to do what is best for the children. He talks to litigants with respect and makes sure they understand his orders. Thanks for the video, looking forward to the rest.

Although immesely sad thoughout, the mother looked genuinely happy and proud with every little bit of good info on how the kids were doing. She looks like she really does love them but so faded out and disconnected - like a sad ghost connected and drawn to her kids but not able to materiallize enough change to hang onto them.

I find this Judge to be SO very well spoken, down-to-earth, compassionate and kind.....I think he honestly gets that some parents screw up and still are the best folks to raise their kiddos..with supervision etc...This mother needs to do the work but she certainly seems to be feeling the loss...praying she and Father do what is needed....poor kiddos get so much to deal with

To me it says a lot about mom that she can recognize and admit that it's in the kids' best interest to be with her father until she can get herself straightened out. I hope she can.

Judge Lockeood is awesome! He is kind, and I have yet to hear him raise his voice at anyone! I feel he only has the children's best intrest at heart!

@@momsterzz He's really not "too nice" though. Lockwood gets stern when it's warranted and when his warnings or admonishments might actually do some good. He's smart with how he handles his business in the courtroom.

You are right about so much Red Tape with an ICPC. I've never seen an "easy" one. It's worth it to keep kids safe and with family, but still a pain. ICWA is another fun one. If anybody has come across any cases on zoom/youtube I'd love to see what it was like for others.

I thought she said it was her step father in the beginning then at the end mom said it was maternal father / grandfather.. I do really like this judge .. his voice is soothing

This CPS lawyer is always like this. I HATE how he says “Caseworker!” Then asks a question. And “CASA!!” Why can’t he say their names?? It’s so weird.

Lawyers deal w all aspects of life if they practice family law ... often Educators and medical staff ....Lawyers often choose their area of law based on making a contribution to the area ..

If the parents wanted to get drug tested they would make it happen. Get a ride from a friend or family, take the bus, get a taxi/Uber etc. It's so obvious they are using and avoiding drug testing. You can't use the excuse of a broken down car for 6 months if you really want to get your services completed.

Exactly. I've commented the same before. So many people in both family and criminal court use the 'no car' excuse, and it amazes me that the judge never says 'Get on the damn bus.'

So, maybe you come from somewhere that this could be an option, but I can tell you that there are areas that I’ve lived in north in NC and WV that there was no way in hell I was getting a ride to the courthouse. If it wasn’t in the tiny little holler I lived in, I wasn’t going if I didn’t have a car. The closest Walmart was almost 2 hours away, let alone an Uber or public transportation. I grocery shopped at family dollar. I have no idea what the area they live in is like, but I hate when I see comments like this when there are so many places that finding transportation is harder then finding a needle in a haystack. I literally saw a neighbor who would call 911 to get an ambulance to take her to the city once at the beginning of every month. Once she was there, she’d get checked over, get discharged, go the the pharmacy, grocery store and take care of anything else she needed until she saw someone going the way she needed to go.

@@stonesatglasshouses3477 I missed where they mentioned they both lived in tiny hollers hours from services. They somehow make it to the supervised visits twice a month but not for drug testing. They have relatives willing to take the children but not help them? Sorry, but I am of the opinion that if your kids are taken from you, you do whatever it takes to get them back. If you can't make a required drug test in 6 months so you can get your kids back, you aren't trying hard enough, no matter where you live. Would you tell your kids you gave them up because you couldn't get a ride to a drug test in 6 months, even though you were somehow able to drive or get a ride to supervised visits twice a per month? Makes little sense.

They've been together 20 years, consider themselves married, but Dad won't work the plan. It makes me wonder if that's why Mom isn't drug testing. In the end she could do everything they asked and still might not get her children back if the father is in the home.

Mom's excuse about not drug testing is B💩 if her drugs were 20 miles away she would find a way to get them, a bus, cab, ride from friends, or even risk driving illegally, part of sobriety is accountability and until that happens change can't begin, and this caseworker making excuses for her is not helping

So nurses and Doctors are allowed to be grumpy bcuz of patients who dont eat well, exercise enough etc. etc. It would be a horrible world if we all took that attitude!

Point is the father is not there. He would be able to say why he can't get to drug testing and why he can't get his wife to drug testing. This business about cars breaking down is insufficient. Judge is right.

What's so sad, is we see very few kids go thru this process cause parents r on drugs, there are sooooooo many more kids living with parents that do drugs! But haven't had cps involved, if alllll the parents in our country had to drug test to keep their kids, I'd really think about 1/3 to 1/4 of allll parents in America would lose thir kids! This is just one unlucky parent who got caught, but so many others who haven't and to think of how many kids would be pulled from their homes due to drug use by a parent is sad to me.... I personally know many parents who use, pills, Mary Jane, other drugs... and raise their kids, no cps involvement ever. Sad how many kids grow up in this kind of home and then turn out similar to their own parents and end up using and raising kids of their own... very sad how prevalent drug use is in America!

I don't think Mr. Hipp was in such a bad mood. I think that when you're dealing with Methies that refuse to test, say they are married but the father doesn't show for court, that wears your patience thin. Mom has no front teeth and her face is covered in sores, her drug problem is too far gone to return her kids ever.

This department lawyer is awful in every case! He is always worried about not having to work late or miss lunch. He is never ever in favor of parents! At least in any case I have watched in zoom since covid!

FYI-if you are a kinship placement in Texas you have to jump through hoops but parents are only required to do the bare minimum.

Pretty sure the last person could have hit a drug test place on her way to scrap, I used to scrap and you have to have a car todo that Is metal more important than your kids Hate to say it she seemed high so idk what she is thinking by not doing her UAs Just sad state either way

I don't see anyone here grumpy. This is just a sad circumstance that is experienced day in and day out which all who work in the judicial system see. I wouldn't expect anyone to be jolly. They are understandably sober.

Judge Lockwood has been one of my favorites but unfortunately the emergency order that's had them using zoom and live streaming is expiring at the beginning of March so there will be many cases that we can't follow to their conclusion.

A CPS case would come before a judge after a complaint was received and investigated. If they find they have enough for a court ordered case and/or removal, they would schedule before the judge. Every states rules are different, but Texas will give a service plan to the parents and then they have a year before trial (barring any extensions etc). If they go all the way to trial, it’s more than likely that the department is looking to terminate parent’s rights.

During the case, if the parents are following the service plan, the department or other parties could request a monitored return where the kids go home, but are monitored every week. Or someone could request that the case is closed and CPS is dismissed from the case.

A very basic explanation.. CPS complaint or concern, followed by investigation. If kids are removed there is a service plan that needs to be made an order of the court for CPS to enforce. From there the process includes permanency goals and status hearings throughout a case. Every case ends either in a dismissal (after a return or monitored return), permanent managing conservatorship to a placement or CPS(parents right can remain in tact but not given custody) or with termination of parental rights to allow for an adoption if that's the best interest of the child.

U do realize that the CASA worker is a volunteer with 20ish hrs of training. So we are allowing volunteers without degrees to make recommendations that affect children Nd families. Not saying she is wrong it's still a lil backwards

Why don't people use public transport, when they know their car is unreliable? Smh Just excuses in my opinion. I will say that placing them with family is wonderful. But a grandfather, and not their father isn't fair really. He'd be an older gentleman. He's supposed to be living his twilight years in peace. I hope the children are older, and can do most things by themselves.

Real Question: because I don’t understand the law. Does anyone know: why isn’t “the file” submitted as evidence? Like, why is one CPS worker not allowed to speak about what they read in “the file” when they are using that information to make their opinions and decisions? Like, I get about hearsay, but these are official investigations, not gossipy teenagers. If it is contained within the file it should be admissible in court.

Anyone know why someone must have renters insurance to be cps approved??? I rented for quite awhile and never had it. I saw no point. I didnt have enough to worry about being replaced. What is the reason for cps need?? Am curious.

I think it generally ensures that house meets safety conditions as they wont insure a structure that is soon to go on fire or is not structurally safe; also, if there was a fire or flood they would be able to secure temporary housing.

I love Judge Lockwood - he’s calm, kind, and fair. Now Mr. Hipp not so much. Honestly, I can’t decide who’s worse him or Mrs. Dick. She mumbles so bad and her camera is always showing her forehead and part of her eyes. 🤦🏻‍♀️

He's rude, he's harsh, he's distracted in many cases. I find him abrasive and am glad I never have to interact with him after seeing him in dozens of cases
