Its normal Gta v, recorded using a lens filter probadly that bends the view a tiny bit like a fish eye effect. The lower graphics and add blurry bars at the bottom and top. Now just record from far away to sell it. Oh and recording at lower frames. For example 24 is i think a good amount. This effect can be replicated in real life too. Try searching miniature camera effect for more info probadly and for a better explanation than mine that is written after just waking up.

@@BBTfnC it’s a visual setting called “tilt shift” - a lot of games and media were using it around the time GTA5 first came out (i think it was actually used during the opening credits of the Tonight Show for a while iirc, and it’s popular in city builder games). I didn’t know they had a setting for it in GTA though.
