Realistically, Devin is pretty scary he's like most American lobbyists they own the American political landscape own tons of things, even more scarier then Martin imo if they fully fledged him out they would've shown he has connection with organized crime organizations, but sadly it never showed, to me the story felt rushed I wish in free mode he would send merryweather after you like Martin does with his gang, I feel like sending merryweather to other players in gta online was a cut feature from single player. I mean bro literally has connections to rich people from CCP in China
