What there's limits on how much electricity pr house/apartment in the UK?

It depends on where you live in the UK, if you rent your own apartment or own your own house you pay your electricity and gas bills monthly or yearly but if you live in a council house, which are located on council estates (what the US would call a hood) there's a box on the front of the house which contains 2 meters that read out how much of each resource you have. If you want to top these up you take 2 electronic keys (they look like skinny slide out USB sticks) head down to your local corner shop (bodega) and hand the cashier the keys and tell them how much money you want put on each one, the cashier plugs them into a machine next to the register and updates the new value on them, you take them back to your house and plug them into the metres and it updates them to the new amount. (It's like having a pay-as-you-go SIM for your mobile phone rather than a monthly contract)
