X a second or 2 before hitting land if you have good speed going. You'll get a second ahead. Wheels will be ready by the time you glide out onto land. Same with before entering water. Make sure you time it right. The momentum will drag you into the water and also out of the water if you have enough speed. Sweaty Tips..!

Still think the starting grid is first come first served. So host is always first, cause his game is the first to respond to... well... itself, and then if you have a slow PC or high ping (or both), your response comes in later, putting you further back. It also explains why it's not always consistent. Cause neither loading times nor ping are always consistent.
