Depends on if the local is being stupid or if it is something the player intended. If the local is stupid and the local runs into the roadway for no reason, no. If the player intentionally shoots or kill the local, then yes because they are considered equal citizens under the law since they are the taxpayers and the people of the state. Even if they're not controlled by real players
