As a general principle, underglow lights are legal so long as they remain covered and unlit on public roads and do not flash or include the colors red or blue.

The AI doesn't recognize trailers because they focus on the player's position, not the vehicle. That's why they will often try to go around if you are slightly off center in a lane even in a car.
