It would just be easier to make an Online game mode for RP, and it wouldn't require mods which is what you would think is what Rockstar would want

Not really... Everything in the game was made specifically for PS3 and Xbox 360. Nothing in the game was changed when it was brought to PS4, Xbox One, or PC except for the graphics. As far as I know all those trees, especially the big redwoods in the Paleto area, were originally supposed to be in the game but it didn't work on the old consoles so they were removed.
