Regarding Bugg's comment about hitting the blip on the horn to another unit. I did that once as a RL medic to another ambulance. I scared a civilian driver out into the intersection of oncoming traffic, in downtown Austin......never did that again!

Due to the possibility of Police impersonation, a citizen has the right to request a marked unit at any stop anywhere in the United States. In some states, they preempt this request by always requesting a marked unit as backup. In some states they even have a legal right to continue to a well-lit, populated area (within a reasonable distance) before pulling over as long as they do not exceed the speed limit, this allows them to have witnesses present and for them to feel safe from Police impersonation and/or abuse of power. You can also call Police dispatch to verify that the vehicle pulling you over is indeed a real officer before you pull over.

Jeff, I thought I would share this with you. I have owned 11 crown Victoria police interceptor. Most departments govern the vehicle to 120mph at most. All departments here around Portland Oregon are governed to 115mph. It's due to safety reasons during pursuits. If a suspect exceeds 120mph, and is putting the public at risk the pursuit is called off. My dad's department is that way too.

The reason unmarked units in california can't conduct a traffic stop is due to a law/policy in place to prevent police impersonators from doing fake traffic stops. The law requires an unmarked unit to request a marked unit to conduct the stop, the unmarked can assist however they cannot initiate the stop. Best example is the tv show called Bait Car since that is in LA County, you will notice the marked unit has to conduct the stop then the unmarks are allowed to enter.

I've got a couple buddies that work for my county Sheriff's department in California. An unmarked unit can initiate a 10-11 but has to wait for a marked unit on scene before making contact. It could vary from county/state.

I know in the State of Washington, unmarked vehicles can pull over vehicles freely. I've seen Washington State Patrol's Aggressive Driving unit with unmarked chargers in full uniform with civilian plates pull over people freely without getting a marked unit involved unless if they needed as a backing unit. Seen it a thousand times.

Jeff I'm from a small town and a volunteer firefighter. Any time we see pd or they see us we do the short horn bursts towards each other. It's a pretty common practice out here, I guess not so much in cities

Thanks for taking the risk and keeping us safe, I know being a firefighter is something I could never do. My old school burnt down last night (granted it was disused for over 4 years so nobody was injured) but it took 15 engines 7 hours for them to control the fire and it's still slightly burning now. The waters off in the local area because of it as well.

In Indiana an unmarked car can stop people but the officer must be in full uniform. Seeing how long it takes sometimes in doj for backup I think they could use a similar policy. As for having a trooper mandatory on stops seems unnecessary. If that area of the highway is in your jurisdiction you should have the authority. It bothers me watching people wait 5-10 minutes for a backup unit on a non serious violation.

Jeff Favignano the thing I go off of is if they didn’t lie about one thing, like the gun in the pimps car and handcuffs, she wasn’t lying about anything else. Why would they not lie about a gun in someone’s car that doesn’t have a permit? That’s a felony and if she was trying to get out of it then she wouldn’t tell on her pump like that, I feel she was in the good. In WA state it is fully legal to run traffic and all duties in unmarked vehicles. The RCW that people think prohibits this does not apply to State, County, or municipal law enforcement. Now you all know :D

Unmarked cars are legal in California and undercover officers have the authority to pull drivers over, which they usually do using hand signals. As part of California Vehicle Code Section 40804, any officer whose primary duty is maintaining traffic and enforcing the vehicle code must be in a marked car and in uniform. If the officer in charge of enforcing vehicle code is not in a marked car, their citation will not be valid and they may not be a witness in a trial for any citation they issue while in the unmarked car.

And Jeff you’re right but there is a distinction to made. no they don’t have to be mirandized but if a suspect is not mirandized then for most purposes anything they’ve said cannot be used during their trial. It just makes anything they say inadmissible in court.

Miranda is only required when a suspect is in custody and being interrogated. Custody + Interrogation = Miranda. If they make spontaneous utterances while in custody, those utterances are admissible in court. If they are not in custody, then Miranda does not apply. Fun fact, after Miranda vs Arizona and the need to advise suspects of their rights was established, Mr Miranda was sentenced to 30 years in prison and paroled in 72. After his release, he was murdered in a bar fight by a man with a knife. His killer was later read his Miranda rights before being interrogated about killing Miranda. Kind of ironic.

As a Deputy Sheriff, the whole "prostitution" thing was hard to investigate. As you could tell, Ms. Ward was obviously trying to coerce Ms. Robbins into staying quiet. When you both approached she kept calling her "bitch" and telling her to "shut up". Ms. Ward was also on the defensive mode the entire time. And you have to keep in mind, a victim of human trafficking or someone who's forced into prostitution isn't just going to easily talk to law enforcement because of the fear they have of their "pimp". It's a common thing and it happens all the time. So she fears more of being hurt by the pimp than to tell the police that she's being held against her will. She mentioned she's been hit, you should have asked more about that and maybe even asked if there were bruises. But she could also be lying too. I know this is a RP thing but these things happen a lot in a real life scenario. And as far as Mr. Valentine, he admitted to picking them up for prostitution. Just because they didn't discuss a price doesn't mean he couldn't be charged for soliciting. To charge both the females and not him is kind of a crappy thing in my opinion. But I do agree, it is up to the state prosecutors on what they want to do. As LEO's we have the responsibility of protecting the victims and getting them justice as well. That was a great rp though, it shows people the things law enforcement deal with everyday. It's not always chases and shootings.

The only problem I have with this whole thing is that nobody there was mirandized.
