Unfortunately, not at all :(,it must be a very powerful machine!

eventually download cpu controller and put all your cores on gta, you can also lower the anisotropic filter. if you are not using mods like enb or icenhancer just lower your settings, gta has a very bad optimisation and your gpu is a little bit "outdated" to run a full mod gta smoothly (sorry for the mistakes, english is not my native language)

Not sure, but for upcoming years in gaming, upgrade your GPU (at least GTX 750ti or GTX 760, recommended GTX 960 or cheaper AMD equivalent like R9 280) ram is enough (for this year at least, but standard is probably 8GB) you could keep the Pentium for a while

Just get a i3 with Intel HD 4400 beats most high end setups I've got this running at 90-130fps with looking slightly better than this video And muchhhhhh smoother
