That motion blur really changes the look! This looks just like GTA IV except for the graphics being lighter than the real one and some small stuff. But really, this is a great combination of mods and compatibilities, you even have (what I assume is) a -fully- ported map.

I used my modding knowledge to merge 2 different IV2SA map project into one single map, It's a time consuming process since there are lots of files and IDs so you need to mess around with the limit adjuster and all that IPLs and IDEs files. I planned to upload the map I merged here but I respect the original authors out there who work their asses off for a little portion of liberty city in SA so prob only for personal use

Project Liberty is open source, you can really use it freely, considering you give the credits to original converters. And I really don't think you need to respect modders who converted Rockstar's map at the point you don't merge their contents to complete the map and share to us. Don't bother, they can't enforce you in any way.

Obviously some these are going to be choppy but this stuff is crazy. What I really wanna see is someone mod San andreas with most gta 5 stuff. Gta 4 fighting. And upgraded gta 4 car physics. Thats what the F this definitive was supposed to be but hey didn't.. Company's need to release stuff and then have moders pushed to make mods. Well, in the leaked GTA V and RAGE source code, we could see that RAGE in the early versions, had support to PS2. In the RAGE documents it's even said which exactly version the support for ps2 had been droped. So for sure Rockstar Games were planning to release some game to ps2 using RAGE. One of the teories, were the cancelled GTA Tokio, which has a few codes references in the RAGE.

The mod is clearly flawed. The video shows some cars from San Andreas. And besides, this map is only half made: in particular, there are cars and people only in some places (I once played this mod myself, so I know). It's better to do this mod on the original SA map, at least there are no places where you can fall under the textures. And you can also add vehicles and weapons from TLAD and TBOGT.
