DE only has lighting advantages due to being on a new engine. The lighting is pretty good, but lacks any of the stylistic choices made in the original. The mod is basically upgrading the base RenderWare game and adding higher poly models with higher res textures. It just shows how little effort the devs put in.

I love that the DE has interiors inside the shops in the streets while classic and modded are just stickers pasted on the windows. Some effects are better in modded, like rain, but some scenery is still great in DE (like the Whetstone forest). Them models are superior in modded, though, yet they do have an ashy feel over their skin.

Rockstar didn't make the definitive edition they just distributed it and gave the license to a third party that's why it's lacking some features but still if they patch the definitive edition and correct the mistakes they made it'll be waaay better

A lot of things look better in DE, most of it has to do with the lighting and shadows which look miles better, and the parallax of the shops and the more cluttered objects. BUT the modded version models are WAY better, and in a game that relies much on the story and cutscenes, this plastic no-feelings-poor detailed models stand out like a sore thumb (and the rain, the DE rain is hideous). I think once the DE has patched the worst bugs, a modded version of that will be the best way to play. Sad that it has to be this way honestly

If I were Rockstar and I wouldn't have the resources to redo the models. The least I would do is to contact the creators of the mods and ask for permisson to use their models. Pretty sure most people would cooperate. It would benefit the modding comunity, the players and Rockstar. TBH Resources shouldn't be a problem for Rockstar. Just invest the time and money to rather do a remake than a remaster. The Quality is just to bad for a triple A Studio.

RenderHook is very impressive and I suggest checking it out, more specifically the Serendipity preset. It basically makes GTA SA run on DirectX 11 whilst having good performance, and it easily competes with DE.

@daniel2001migale im a lead developer and just because the DE is build with unreal dosen't mean the "graphics" are better. Obviously things like dynamic lighting, Shadows etc are improved. But if the models and textures dont live up to it, then the improved lighting only highlights the shortcoming of the different objects in the scene. That is probably why they flattened out the contrast and increased the hue (which leads to the comic-like appearence of the models) to make up for the poor detail of the models. And don't get me wrong. There are defenitly some improved assets such as environmental details, trees, grass and ground textures. But a lot is half backed and either artificially processed or unchanged from vanilla.

All for me is just download some mods to fixes and enhanced Original gameplay , like Silent Patches or Ragdoll, GTA IV Drive-By mods, etc.
