There's a location at the Come-A-Lot casino in Las Venturas that I like to use to increase my weapon(s) skills. In the process I also increased my 'Respect' level.

the most easiest way to reach the Hitman level on any weapon without using cheat is park a car inside CJ's grove street house garage then shoot it until the car got into fire then backdown to close the garage's door and repeat the process until you reach the Hitman level

From my experience playing the game for so long: -Micro-SMG is fast but it loses accuracy quickly if you hold the button for too long. If you're not at hitman skill level then use it. Tec-9 is slower but that means it's a bit more accurate and doesn't waste ammo as much, so it's the better choice when you get to hitman skill level. -SMG is like a miniature assault rifle. It's the best by far but its only drawback is that you can't use it when flying with a jetpack (and that's precisely the reason why they put a Micro-SMG in the plane graveyard.)
